Something wrong with that story. Even a quarter stick would have removed more than her fingers, much less left them mangled. And dynamite I've worked with required a blasting cap, in which the fuse was inserted. Large fire cracker maybe, 2 inch or better.
They call the big firecrackers 1/4 stick due to the size. They are just M80 or M100's, black powder and cardboard. If they let the Mexicans making those have nitro glycerin, they would drink it rather than put it in the firecracker. My great uncle had some fused dynamite, but he said all the nitro had sweated out of it so it was useless.
I have no experience with fused blasting caps, but the electronic versions will do the damage reported in this story, let alone accompanied by a 1/4 stick....I grew up with a family that ran their own sawmill and had dynamite around to blow through the occasional obstruction to a clean logging road.

Actually, the number is close to 80% that are from out of state. Many of them do come here believing the handout and easy life stories, only to find a difficult and dangerous life in a place unsuited for the unskilled and unmotivated.
Florida seems to attract homeless also - weather related I suppose as the state doesn't seem to have the same "freestuff" reputation. Much more comfortable and survivable to be hot rather than cold.
