The lower scoops are intended for low speed operation and once the vehicle reaches "high speed", the upper scoop kicks in.

I wouldn't put a Summit air cleaner cover on anything but a vehicle that is close to "show" quality. Those things are hard to get. It is close. Just not quite there yet. A little elbow grease and some high performance, chrome battery caps, maybe some Trans Am scoops on the fenders and wham you got a "Show" car. I bet Leno doesn't have one.
